The former residents (Plaintiff Class) filed suit against HUD (later amended to include the Mayor and City Council of Baltimore (City)) claiming that the sale was improper and that the relocation of residents by HUD did not follow Federal guidelines. The lawsuit was resolved in a settlement agreement that was approved by the Board in January 2008, and approved by the court in October 2008. Under the terms of the settlement agreement, the City must contract with a third-party consultant to provide technical assistance for Former Resident Representatives to allow them the opportunity to make their participation informed, meaningful, and effective.
